Development roles in the service of implementing urban projects

In order to implement reform and development projects, the AFTRP offers each local government the most appropriate means for implementing the urban project identified for its territory. Based on a mutual examination of the condition of the district in question, the AFTRP defines, together with the local government, the project’s programmatic components, ever watchful to ensure proper design and execution, along with public consensus, urban quality of life and economic feasibility.

As the growth of Ile-de-France requires ever more openness to the urbanisation of new spaces, the AFTRP is a full participant in the actions involved in urban renewal, and intervenes more and more at sites that are already urbanised (abandoned industrial zones, blighted residential areas, etc.).

Audits
These serve to analyse the prerequisites for initiating or re-starting an operation.

Assistance in contract management
Tied to the state of progress in preliminary assessments, this type of intervention and contract allow for advising local governments on how to design and carry out their projects and in decision-making.

Urban project feasibility studies
This means researching and coordinating the program objectives, and the urbanistic, technical, land-use, legal, financial and marketing aspects of the project.
The AFTRP has in-house resources (in urbanism, in project implementation, in sustainable development, in financial and legal matters, etc.) that are brought into play for this purpose. If needed, it may bring in outside service providers to complete its skills bank.

The preparation and execution of operations following tendering
Once it becomes the development authority through the signing of a Development Concession Agreement (DCA), or of a delegation of authority with the local government, the AFTRP follows the progress of the urban development procedures and the finalisation of the Comprehensive Development Area (ZAC) portfolio.
The AFTRP purchases the land and then undertakes the basic infrastructural work and sets out the public spaces, and assumes responsibility for the sale of land titles to brokers based on a set of specifications approved by the local government.

Construction of public installations
Outside the scope of a specific development operation but still within the realm of development work, the AFTRP serves as a contracting authority for public works (for the Ile-de-France Region, federal government agencies, departments, municipalities, etc.), and in this sense takes on the administration of public building projects, overseeing the correctness of procedures, compliance with work schedules and observance of costs and deadlines.
Our main accomplishments are in terms of middle schools, lycées, open-air and recreational spaces and firehouses.
